Mark V. Connolly is a member of
the San Joaquin County Bar Association, the San Joaquin County
Trial Lawyers
Association and the California
Trial Lawyers Association (now CAOC-Consumer Attorney’s of
California). Mr. Connolly has appeared in the courts in San Joaquin
County and surrounding Bay Area and foothill counties, as well
as Federal Courts and Appeals Courts. This wide variety of experience
over 2 decades enables Mr. Connolly to assist clients with most
civil
litigation matters.
Mr. Connolly obtained his law degree from the University
of Santa Clara, School of Law in 1982 after receiving a Bachelors
of
Science degree from the University of Santa Clara in Accounting.
In 1983, He opened his practice in Tracy, California, and
has practiced there continuously gaining over 23 years of trial experience.
Mark V. Connolly has represented clients
in many cases from civil litigation to environmental law. No lawyer
who
accepts challenging and difficult
cases can represent that he or she has “never lost a case”.
Like all trial lawyers, Mr. Connolly has won and lost cases.
A sample of the variety of civil cases litigated by Mr. Connolly
includes:
- Traqc vs. City of Tracy (2006-2007) - Mark V. Connolly was the author of Tracy Growth Control Ordinance "Measure A" which was passed by Tracy voters in 2000. Mark V. Connolly successfully challenged action by the Tracy City Council effectively repealing part of that voter enacted growth control ordinance. The court found that the Tracy City council committed an "abuse of discretion" in enacting an Ordinance in direct conflict with Measure A. - Peterson vs. Wherehouse(2001) - With lead counsel Stockton Attorney Stewart Tabak in Santa Clara County Mark V. Connolly obtained a verdict of approximately $15,000,000.00 on behalf of the family of a father and husband badly injured on the job as an HVAC repair person. As a result of his injury Mr. David Peterson suffered severe brain injury and went from being a young healthy husband and father to a resident of a long term care facility living in a permanent vegetative state which is similar to a coma
- Koster vs. San Joaquin County(1998) - a case concerning the tiering of an EIR (Environmental Impact Report). San Joaquin County approved a new town project based on a tiered EIR. The issue was whether a project could be fragmented into parts and studied in those parts under the pretext of a tiered EIR. A copy of this complex CEQA land use case can be viewed at here.
As an environmental attorney and litigator,
Mr. Connolly has represented such groups as the Land Utilization
Alliance, the
Peoples’ Organization
for Land Preservation, the San Joaquin Audubon Society, San Joaquin
Farm Bureau, TRAQC (Tracy Region Alliance for a Quality Community),
Save Our Soil and Protect Sutter County –Let-Us-Vote.
Mr. Connolly has written and successfully defended 5 local
land use
initiatives. He authored Measure A, which was passed by the
voters of Tracy in December 2000 and remains the law in Tracy
concerning
residential growth.
Mark V. Connolly is President and operates Connolly
Ranch, Inc., a 9,000 acre 330 head cow/calf operation located in
San Joaquin
and
Alameda Counties. The Connolly Ranch has been a family owned and
operated ranch since 1872. The Ranch participates in the Department
of Fish and Game Private Lands Management Program for the management
of a herd of 120 Tule Elk. Mr. Connolly is a licensed game guide
for wild pig and elk hunting.
Mr. Connolly is available to offer expert testimony
concerning cattle operations and management based on his educational
background
in business, accounting and management, as well as over 30 years
in the livestock industry.
